New Produce Market Before Manchester Aldermen Monday

The Manchester Board of Aldermen is set to meet Monday night.  (Sign up here for the FREE Patch Newsletter, including Breaking News Alerts.)  Among items on the agenda, aldermen are set to hear from the owner of Scotty's Fresh Produce Market and Deli who wants to open a second location in Manchester. As previously reported by Patch, Scotty's owner Mark Sgroi hopes to open the store in March. St. Louis County Reportedly Considers Funeral Protest Ban

The ban would be similar to the those passed by other St. Louis area cities, including Manchester.

According to the St. Louis Post-Dispatch, St. Louis County Councilman Steve Stenger, D-Affton, wants to pass legislation that would restrict funeral protests. (Read Previous Story: Appeals Court Rules Manchester Can Restrict Funeral Protests) Stenger wants legislation that would mirror Creve Coeur's city ordinance which was passed this week by the city council, the Post reports. Creve Coeur and Clayton have both recently passed ordinances similar to Manchester's city ordinance which prohibits protests within 300 feet of a funeral one hour before and one hour after services. St. Louis County Police Receive National Heroin Education Award

St. Louis County Police Department Drug Task Force agents are receiving the 2012 “Outstanding Community Prevention Effort Award” in Washington, D.C. Thursday.

The heroin-deterrent “Not-Even-Once” campaign initiated in the St. Louis metropolitan area by St. Louis County Police Department officers is credited for a 30 percent drop in deaths from the drug since the effort was launched. The campaign's results also were noticed on a larger scale, resulting in the department just receiving a national award in heroin education. At Monday night's Manchester Board of Aldermen meeting, a vote could come to approve Manchester's 2013 fiscal year budget.  As previously reported by Patch, David Tuberty, director of finance for the city of Manchester, gave a presentation on the proposed 2013 fiscal budget at the last board of aldermen meeting. Tuberty said the city calculated that there would be projected revenue of all funds combined of $18 million with projected expenditures of $17.6 million for the overall 2013 budget.  Aldermen are also set to discuss applying for a grant in conjunction with the City of Ballwin for repairs to Henry Avenue. Fight Leads to Gun Drawn in Traffic Near Highway 141 and Big Bend

Police are still trying to determine what led up to a fight that ended with a gun drawn by a Eureka fireman near Highway 141 and Big Bend Road Friday.

UPDATED: 7:05 p.m., Friday- St. Louis County police tell Patch they are investigating after a man broke out a gun to apparently break up a fight in the middle of traffic at the intersection of Highway 141 and Big Bend Road Friday afternoon. St. Louis County Police Officer Randy Vaughn tells Patch police got the call around 3 p.m. Friday of a road rage incident at the intersection.  Investigators are still trying to determine what led up to the brawl and a gun being brandished, but Manchester Police Chief Tim Walsh tells Patch a fight broke out and a Eureka firefighter pulled out a gun in an apparent attempt to break it up. Manchester Tackles 2013 City Budget

The Manchester Board of Aldermen discussed the proposed 2013 budget Monday night.

David Tuberty, director of finance for the city of Manchester, gave a presentation on the proposed 2013 fiscal budget Monday to the Manchester Board of Aldermen. The city calculated that there would be projected revenue of all funds combined of $18 million with projected expenditures of $17.6 million for the overall budget. Excess of revenue over expenditure is expected to be $426,859. The city's total fund balance is expected to be $16.5 million at the end of 2013. The general fund, or the city's operating fund, is estimated at $9,223,000 in revenues. Expenditures are estimated at $8,972,964 which is a decrease of $229,182 from last year's budget.
