With the increasing popularity of solar panels, the City of Town and Country is creating a city ordinance so residents have guidelines to follow.
Past issues of solar panel installation in Town and Country and the lack of a city ordinance pertaining to solar energy systems, has the City of Town and Country putting a plan in place. Members of the Town and Country Planning and Zoning Commission have been working to develop a proposed city ordinance regarding solar panels. (Sign up here for the FREE Patch Newsletter, including Breaking News Alerts.) "We're supportive of the systems. What we're wanting to do is give residents some direction of what is permitted so they have guidelines to follow," Alderman Fred-Meyland Smith tells Town and Country - Manchester Patch. He also sits on the planning and zoning commission and said he worked closely with commissioners Dennis Bolazina and Gary …

The Parkway School District will install more than 3,200 solar panels beginning August 20 with Barretts Elementary School in Manchester.
In May, the Parkway School Board voted unanimously to move forward with a plan to install 33 buildings with solar panels. Parkway students head back to class Tuesday and the installation of the solar panels is expected to take place over the next four to six months. (For instant updates follow Patch on Facebook and Twitter.) As previously reported by Patch, Parkway is leasing the solar energy, or photovoltaic, system from Brightergy Solar Solutions for $72,300 a year, over 20 years. The panels will generate energy for electricity, according to the district. "It will save the district $14,194 the first year and has no up front installation cost," Parkway School District Spokesperson Cathy Kelly tells Patch. She said savings could reach more…

A vote for a grant may move the Longview Farm Park parking project ahead to the next step, while solar panels are back on the board of aldermen agenda.
At Monday's Town and Country Board of Aldermen meeting, a vote could come that would move forward the Longview Park parking lot expansion project. (Read Previous Story: Vote Delayed on Longview Farm Parking Expansion Grant) That board is set to discuss and possibly vote on authorizing the Parks and Recreation Department to apply for a $4,000 planning grant to prepare engineering construction drawings for the Longview Farm Park parking lot expansion project. Some Town and Country residents who oppose to the expansion project have addressed the board of aldermen with their concerns and created an online petition. As of early Monday morning, it had 102 online signatures. They've said they'll take the the results of the online petition to …

A moment of silence for the untimely death of a police officer started Monday night's meeting. Budgeting concerns over the Great Streets initiative and police department solar panels were also discussed.
The Manchester Board of Aldermen discussed a number of issues Monday night, but before the meeting started, the board held a moment of silence to honor a Manchester police detective who died May 24. The memorial service for Dave Prouty, 37, was held Monday at Manchester United Methodist Church. Prouty reportedly fell ill and died from the illness. He leaves behind a wife and children. On June 16, Prouty would have served on the Manchester Police Department for 14 years. Check back to Town and Country-Manchester Patch for more on Dave Prouty. Following are other issues discussed at Monday night's meeting. Great Streets The Great Streets Master Plan, which seeks to improve aesthetics and traffic congestion on Manchester Road west of Highway …

New Alderman Jon Benigas and re-elected Town and Country aldermen took the Oath of Office Monday night.
Monday night's Town and Country Board of Aldermen meeting was a brief one that started off with the city's one new alderman and three re-elected aldermen being sworn in for their new two-year terms. Ward 4 Alderman Jon Benigas, new to the board this year, and fellow aldermen Lynn Wright of Ward 1, Tim Welby of Ward 2 and Fredd Meyland-Smith of Ward 3 all took the Oath of Office Monday night. This came after City Clerk Pamela Burdt read the April 5 election results recently certified by the St. Louis County Board of Elections. Benigas is replacing David Karney in the Ward 4 seat. Benigas ran uncontested for the seat in the April 5 election. He previously served two terms as an alderman for Town and Country from 2005 to 2009. He told Town …

Clayton Road Trail funds, a school speed zone and weapons were all discussed Monday night, but it was a solar panel vote that could bring changes to city ordinances.
Solar panels have been a heated topic among some Town and Country residents for months. Monday night, alderman finally voted on them, approving a request to allow one in a city neighborhood. Now that the issue is resolved for one property owner, it brings an entirely new issue before the Town and Country Board of Aldermen: Should city ordinances should be updated to specifically address environmental issues such as solar panels? Following is a breakdown of Monday night's meeting: Solar Panels Despite concerns from Alderwoman Nancy Avioli and Mayor Jon Dalton about approving a permit for a property owner to add a solar panel to his backyard, the Town and Country Board of Alderman approved a conditional permit for the structure 5-1 Monday …

At their meeting Monday night, the Town and Country board of aldermen voted to change the city's harassment laws as result of threatening e-mail traced back to one of its alderman's computer.
A number of issues were discussed at Monday Night's Town and Country Board of Aldermen meeting, however, two issues top Patch's wrap of the meeting. Town and Country Harassment Laws At Monday night's Town and Country Board of Alderman meeting, only one agenda item was acted on: a resolution amending the city's municipal code pertaining to harassment. The change comes as a result the city being left without much power to punish Alderman David Karney after a threatening e-mail was traced back to his computer. After a police investigation, the St. Louis Country Prosecutor's office decided it would not pursue criminal charges and the city was left only being able to censure Karney for his actions, which is nothing more than a public reprimand…

I will be anxious to see this Longview Park improvement passed and settled tonite. I am sure that the rest of the 10,900 Town and Country residents who will try to park and use this great park will now find a suitable spot to park with the limited number of new spaces provided. The 102 who object by petition need to understand that this park was created with an historic farmhouse, meeting and …   more ›
