Manchester Police Prepare Residents for Disaster

Members of the Manchester Community Emergency Response Team are in the community and ready to help after a mock drill offers them a reality check.

If a major tornado ripped through the St. Louis area, it could take several days for emergency rescue crews to reach residents in their homes and businesses. Local police and fire departments would be overwhelmed with calls.  That's when residents like Shane Kincaid and Wayne Bircher would be called on to help. Kincaid would rather "be helpful instead of helpless" in the event of a major disaster. "You're either part of the solution or part of the problem," Bircher said. Bircher, Kincaid and 22 others are the newest members of the Manchester Community Emergency Response Team. They spent every Tuesday night for eight weeks learning to help their families, neighbors, friends and strangers when emergency services are needed for disasters such…
