Parkway CFO Raises Possibility of New Bond Issue for 2014

The school district's CFO said it will exhaust its current bond funding this summer and will not have any funds available for additional capital projects.

With the last bit of funds from a 2008 bond issue scheduled to be spent this summer, the Parkway School District's chief financial officer is recommending the school board began talking about placing a new bond on the ballot next fall. CFO Mark Stockwell made the remarks during a presentation to the board at their May 8 meeting. The bond serves as a source of funding for capital expenses, such as maintenance for the district’s facilities. Parkway has about $5.4 million in various projects set for this summer. After that, the bond funds will be gone. Stockwell said this means the district will no longer have money available for additional capital expense or improvements outside of emergency repairs. Manchester Sets 2013 City Budget

Aldermen approved the 2013 city budget Monday night, however one alderman voted against the proposed budget and cited concerns over revenue projections as one reason.

Manchester aldermen voted 5:1 to approve the proposed 2013 city budget Monday night. However, Alderman Paul Hamill voted against approving the budget. "I think the revenue projections are too high," Hamill tells Patch. He referred to them increasing $400,000 in 2013, from 2012. Town and Country Employees Pick Their 2013 Pay Raises

Town and Country city employees are being giving the option in 2013 to take one or two percent pay increases.

One percent pay raises for city employees are included in the newly adopted 2013 Town and Country city budget. However, employees will have the option next year to forgo the raise until June and then receive a two percent pay raise instead. (Read Previous Story: Town and Country Approves 2013 Budget) Mayor Jon Dalton said the proposal is to give employees the option of having a higher base salary at the end of 2013, which is what a future raise would be based upon, while still having the city pay out what's budgeted for city employee raises in the 2013 budget. Town and Country Approves 2013 Budget

Town and Country aldermen approved the city's 2013 fiscal year budget. It includes an interesting option for city employees in regard to their raises.

This week, the Town and Country Board of Aldermen passed the city's 2013 fiscal year budget. A public hearing was held on the proposed budget prior to the vote Monday night. As previously reported by Patch, City Financial Director Betty Cotner presented the proposed fiscal year 2013 budget to aldermen prior to the Oct. 22 board of aldermen meeting.  Cotner said the city's total budgeted expenditures is $16,518,590 and total revenues is $14,090,700 for FY 2013. Sales tax makes up the majority of city's revenue, with utility taxes second in line and licenses and permit costs coming in third.  However, Cotner said there is a 5.62% percent decrease in general fund revenues from FY 2012's $9,858,650 to $9,304,680 in 2013. Parkway School District Gives Raises Following Millions in Cuts

After cutting $8 million from the budget and eliminating 130 full-time jobs, KMOV reports that the Parkway School District gave its gave administrators and department heads raises. Watch KMOV's story here.

As previously reported by Patch, in February, the Parkway School Board voted to cut up to $9.63 million from the district's budget over the next two years. At the time, school officials blamed the depressed economy for lower revenue.  According to a report by KMOV investigative reporter Craig Cheatham, the district cut $8 million of that this year and those budget cuts eliminated 130 full-time positions. However, Cheatham also reports that a few months after deciding on the cuts, the district gave all of its administrators and department heads pay raises, including all 70 employees making more than $100,000 a year. I don't know the full details about the elimination of so many positions, how that will effect class size, or how Parkway will be able to maintain it's position as a top notch school district. Wouldn't it be interesting to hear, from the administrators and the school board, an explanation justifying how they can give big raises in lieu of the cuts that were made. Manchester Tackles 2013 City Budget

The Manchester Board of Aldermen discussed the proposed 2013 budget Monday night.

David Tuberty, director of finance for the city of Manchester, gave a presentation on the proposed 2013 fiscal budget Monday to the Manchester Board of Aldermen. The city calculated that there would be projected revenue of all funds combined of $18 million with projected expenditures of $17.6 million for the overall budget. Excess of revenue over expenditure is expected to be $426,859. The city's total fund balance is expected to be $16.5 million at the end of 2013. The general fund, or the city's operating fund, is estimated at $9,223,000 in revenues. Expenditures are estimated at $8,972,964 which is a decrease of $229,182 from last year's budget.
