Town and Country Deer Management Plans Presented Monday Night

Deer management, property taxes, sales tax, utility taxes and the Clayton Road Trail are all on Monday night's agenda.

The Town and Country Board of Aldermen has a packed agenda Monday night. Aldermen are set to discuss deer management, property taxes, sales tax, utility taxes, the Clayton Road Trail and the city's waste code on Monday night.

As previously reported by Town and Country-Manchester Patch, the city of Town and Country wants a 2012 Deer Management Program. Mayor Jon Dalton said he wants to move quickly on the plan because he wants deer management funding in the 2012 city budget. Dalton previously said there would be a working draft of the bill to be presented to the board of aldermen at the Sept. 12 meeting. The issue will be discussed in the work session at 6:15 p.m., Monday, prior to the board of aldermen meeting.

A draft bill created by City Attorney Steve Garrett based on Captain Gary Hoelzer's recommendations will be presented to the aldermen in the work session. Then, another draft version with changes to the first three pages of Garrett's version, will be presented to the aldermen by Alderman Al Gerber. Gerber's version of the proposal includes sterilization as a method of deer control. Both drafts are now included in this article.

By having the drafts presented, the will allow for a possible first reading of the bill at the Sept. 26 board of aldermen meeting and it could possibly be voted on and adopted by Oct 10.

Board members are also set to discuss city property, sales and utility taxes.

Currently residents in Town and Country do not pay a city property tax. Each year, cities across St. Louis County have to set their property tax rates and once again, the city is proposing the property tax rate be zero percent. Monday is the first reading of this proposal.

The city is also set to reaffirm the city's business license tax rates, utility business license tax rates and sales tax rates. Monday is the first reading on all three. See the PDF portion of this article for specific information on these tax rates.

Board members are also set to discuss authorizing an agreement between the city and L. Krupp Construction to begin Phase One of the Clayton Road Trail. According to the included meeting agenda, Krupp "submitted the lowest and most responsive bid." A ground breaking for the trial is set for 4:30 p.m., Thursday at .

The city is also proposing to amend the current city code relating to collection and storage of waste. The proposed amendment would require trash and recycle bins be placed along the curb for pick-up no earlier than 6 p.m. the day before pick-up and bins must be removed from the curb no later than 10 p.m. the day of pick-up.
