Bids Accepted, Manchester Pool Repair to Begin

After months of discussions, the Manchester Board of Aldermen accepted contract bids to repair the leaking pipe system in the pool.

Alderman Mike Clement tells Patch the construction contract was signed Wednesday morning. Actual work should start mid-September and the contractor, Kadean Construction, has 120 days to complete the project once project has started, Clement said.

Despite board members expressing concerns over the cost of the project and not being updated on all of the cost increases by City Administrator Ed Blattner, they all agreed the bottom line is that the pool plagued with leaks since it was built, needs to have it's piping system overhauled.

Board members also agree it's going to be a hefty project, so hefty, they postponed it earlier this year and opted to simply patch any leaky pipes to ensure the city's pool would open on time. That decision came in January, shortly after board members were notified that the bid for the repairs increased from the initial estimate of $285,000 to $672,000. Kuhlmann Design was hired to develop a plan and seek construction bids for the water line replacement project. In January, Ron Pagen, of Kuhlmann Design, told board members none of the three bids were lower than the $672,000. The board then decided to hold off on the pricey pipe replacement project, get through the summer and revisit the project after the pool closed.

It's now time to move forward with fixing the pipes and the new project was sent out for bids in August.

Tuesday was the first reading of two resolutions regarding the pool repair.

First was a bid for construction by Kadean Construction in the amount of $625,830.16, includinga allowing for a possible seven percent change over not to exceed the amount of $40,942.16. City officials said six firms submitted bids for the pool piping project and Kadean's came in the lowest.

Second was a resolution authorizing the city to enter into a contract for $23,400 with Kuhlmann Design Group for construction and engineering services for the piping repair project at Manchester Aquatic Center pool. 

The board passed all resolutions Tuesday night. They do not require a second reading and since the money is already budgeted for the pool project, the city will accept both bids.
