Town and Country Police Seeking Sexual Misconduct Charge Against West County Teen

Town and Country police are seeking a sexual misconduct charge against 19-year-old Joshua Witkowski who is currently charged with sexual assault in Manchester. More charges are expected against the West County teen, police said.

The following information was supplied by the Manchester and Town and Country Police Departments. It does not indicate a conviction where an arrest was made.

Town and Country police are among the West County police departments reportedly seeking charges against Joshua D. Witkowski, 19, of the 200 block of Ballwin Avenue in Winchester.

As previously reported by Patch, Manchester police now say approximately 25 girls have now come forward in connection to a West County teen charged with felony sexual assault. 

Witkowski is charged with felony sexual assault in connection to a case involving a 14-year-old female. As previously reported by Patch, police said the teenage girl did not consent to the act and DNA evidence was used to link Witkowski to the alleged assault.

Manchester Police Sgt. Dan Rehm previously told Patch more charges against Witkowski may be coming. He said additional police departments, including Ballwin, St. Louis County, Des Peres and Town and Country, are now involved in the investigation. Some are sending cases to the St. Louis County prosecutor for review.

Town and Country Police Captain Gary Hoelzer tells Patch his department did interview Witkowski in connection to an incident of sexual misconduct in the 13200 block of  Laurel Lake Court during the summer of 2011. The location is near Manchester and Barrett Station road.

Hoelzer stated that the female victim was 14 years old at the time of the incident.  According to police, the victim and Witkowski were reportedly acquaintances and lived at separate addresses in Winchester. They were driving around together and randomly stopped in Laurel Lake Court, where the incident took place inside Witkowski's vehicle, Hoelzer stated.

Town and Country police are seeking a sexual misconduct charge in this case, but at this point, no charges have been filed. The case is now in the hands of the St. Louis County Prosecuting Attorneys Office for review.

As of Tuesday night, Witkowski remains in the St. Louis County jail on a $30,000 cash only bond.

Authorities are still searching for more girls who came in contact with Witkowski. Detectives are asking other possible victims to contact the Manchester Police Department at 636 227-1410 or 636-527-9200.
