said Saturday that they do not anticipate charges against the tow truck driver who struck Alexander Harvey Springsteen, 17, on Route 141 Friday night. The teen was hit as he and two friends tried to cross southbound Route 141 at Meramec Station Road just south of Manchester Road.

"Our understanding is that the tow truck driver was proceeding through a green light," explained Manchester Police Sgt. Gerard Johnson.

Saturday, Joseph Hiles, a Springsteen family friend, shared information on the teen and his family, who recently moved from Manchester to Hillsboro.

"The best way to describe the family is, 'just bent over with pain.' It was a sudden thing. There are just no words to describe the pain," Hiles explained. "The family is a strong family that has a great sense of faith that will eventually get us through."

For now, Hiles said the family wants the driver of the tow truck that stuck Springsteen to know they understand it was an accident. "After working with police, we are convinced this was an accident and it's important to communicate that the family does not hold any resentment," Hiles explained.

According to Manchester Police Lt. Bob Fritschle, police got the call just after 7:15 p.m. Friday of a pedestrian struck. Fritschle said the teens were crossing the road at an intersection with a signal. Springsteen was taken to St. John's Mercy Medical Center Friday night where he was pronounced dead.

Investigators said there is no cross-walk at that intersection because it is a state highway. However, they also said it's not uncommon for people to cross at that intersection, even though it is a state highway. Fritschle said police even received a call the day before this fatal accident of a person walking against the traffic on Route 141.

Hiles said Springsteen, who just moved to Hillsboro and was in his first year at Hillsboro High School, was visiting former classmates Friday night.

"It's an accident and a tragic one. We lost a dear child," said Hiles, who describes Springsteen as a teen who loved children, especially the 7-year-old brother he left behind, technology and music. "Creative, now there's a word that describes him. My sense was that he had a creative ability that was just getting ready to ripen."

Hiles said Springsteen's father is an IT professional and the teen's interest in technology may have come from his father. "He was softspoken. He was actually brilliant and a wonderful conversationalist," Hiles said. He explained that all of the teen's qualities are why the family decided to have Hiles speak to the media about Springsteen, so people understood his character.
